# Fleet management system vs GPS tracking: what is the difference, and which do I need first?

GPS tracking answers where a vehicle is and how it is being driven. A fleet management system, as I build it, answers what is due on each vehicle and what it costs: road tax, insurance, servicing, repairs and instalments, with reminders before road tax, insurance, servicing or an instalment falls due. Start with whichever matches what has been costing you money; many fleets use both.

## What each one answers

Both are sold as “fleet management”, so search results for fleet management in Malaysia mix the two. They answer different questions.

**GPS tracking** is a device fitted in each vehicle that reports its position to the vendor’s software. It answers: where is this vehicle, where has it been, and how is it being driven?

**A fleet management system**, in the sense this guide uses, is the record of each vehicle’s paperwork and money. It answers: what is due on this vehicle, who is handling it, and what has this vehicle cost us this year?

### What GPS tracking is good at

A tracker is the right tool for what happens on the road:

- **Live location.** Where every vehicle is now, for dispatch or for a customer asking about a delivery.
- **Routes and trip history.** Where a vehicle went yesterday and where it stopped.
- **Driving behaviour.** Events such as speeding and harsh braking, by driver or by vehicle.
- **Fuel and idling.** Engines left running while parked and, on some setups, fuel use.
- **Geofencing.** An alert when a vehicle enters or leaves an area you draw, such as a depot.

If your problem is on this list, buy a tracker. Nothing I build replaces it, and my system includes no tracking hardware.

### What a fleet management system holds

The system I build covers the side a map cannot show. Each vehicle has one record: plate, chassis, mileage, road tax expiry, the insurance policy and its claims, the Puspakom inspection date, maintenance and repairs with the workshop and the cost, and the hire-purchase loan or rental with its payment schedule. Graded reminders for insurance, road tax, servicing and instalments are pushed to WhatsApp, Lark or Microsoft Teams before each deadline. Uploaded policies and invoices are read by OCR and filed to the right vehicle after a check, and each vehicle’s true cost becomes a report.

To be fair to GPS: many tracking platforms add service reminders or a maintenance log on top of the map. Ask what yours already covers before you buy anything else.

## Fleet management system vs GPS tracking, side by side

| | GPS tracking | Fleet management system (as I build it) |
| --- | --- | --- |
| The question it answers | Where is the vehicle, and how is it being driven? | What is due on this vehicle, and what does it cost? |
| Data it holds | Positions, trips, speed, stops, idling, geofence events | Road tax, insurance and claims, Puspakom inspection date, servicing and repairs, loans and rentals, documents |
| What goes in the vehicle | A tracking device in every vehicle | Nothing |
| Who typically uses it | Dispatchers and supervisors following vehicles and drivers | Whoever handles renewals, servicing and instalments, and the managers who receive the reminders |
| How it reaches you | The vendor’s app or dashboard, and its alerts | Reminders in WhatsApp, Lark or Teams; nobody has to log in for them to arrive |
| What it costs to get started | A device per vehicle plus the vendor’s software; prices are set by each vendor, so get them in writing | My existing system deployed unchanged: from RM 3,999, one fixed price confirmed in writing when I quote. A custom first phase: RM 8,000 to 20,000, with no per-vehicle monthly fee |

For a custom build, after go-live you pay your hosting provider directly, in an account in your company’s name, and for WhatsApp reminders Meta bills its message charges to your own WhatsApp Business account at its published rates, with no markup from me. Monthly support is optional.

On the 280-vehicle rental and corporate fleet I built a system for, the client confirmed in writing that missed renewals went from under a hundred in the year before go-live to zero since. That came from the paperwork side: every date in one record, and a reminder before each deadline. The details are in the [fleet management case study](https://williamw.name.my/portfolio/fleet-management/).

## Which do I need first?

Write down the last five things about your vehicles that cost you money or trouble, and sort them into two piles.

1. **Where and how.** A vehicle somewhere it should not have been, a customer asking where the delivery is, fuel bills that look too high, complaints about how someone drives.
2. **A date, a document or a bill.** A road tax or policy that lapsed, a service that was overdue, a workshop invoice nobody could match to a vehicle, an instalment paid late, not knowing what one vehicle costs a year.

Buy first for the bigger pile: GPS tracking if the first pile wins, a fleet management system if the second does. Three situations make the answer quicker:

- **You already have GPS and renewals still live in Excel.** Unless its reminders already cover your renewals, the system is the next step.
- **Your vehicles are company cars, each with one user.** Location usually matters less than the dates and bills.
- **Your vehicles are dispatched to jobs all day.** Location matters every hour, and a tracker usually earns its place first.

If both piles are large, you will end up with both, and that is normal: the tracker watches the road, the system keeps the records and chases the deadlines, and the two work side by side.

## When you don’t need a custom system

If you run fewer than five vehicles, a spreadsheet is enough: one row per vehicle, one named person per renewal, and each expiry date in that person’s phone calendar. The [renewal routine in this guide](https://williamw.name.my/guides/fleet-renewal-tracking/) sets it out step by step.

You also do not need my system if everything on your list was about location and driving, or if your GPS platform’s reminders already handle your renewals, and your repairs and instalments are under control. Keep what you have.

A system starts paying for itself when renewals depend on more than one person, when one has already been missed, or when you want repairs, instalments and the cost of each vehicle in one place. It is built for companies running roughly 5 to 300 vehicles on spreadsheets.

## Where to start

Before you decide anything, send me your vehicle list for a free [Renewal Check](https://williamw.name.my/services/fleet-management-system/#tryit-title). A photo of the Excel is fine, and plates can be blacked out. Within one business day of starting your check, I send back every road tax and insurance renewal due in the next 90 days, with no call needed. I take only two Renewal Checks a month, first come first served. If the month is full, I will tell you the date I can start yours. The file is deleted after the check unless you decide to go ahead.

If you then want the reminders to run by themselves, there are two routes:

1. **My existing fleet system, as it is.** If the fleet system I already have fits your work, I deploy it for you unchanged. Nothing is built, so you skip the cost of a custom build and pay one fixed price from RM 3,999, confirmed in writing when I quote.
2. **A custom build.** If your fleet works differently, a first phase of vehicle registry and expiry reminders sits in the RM 8,000 to 20,000 bracket on the [pricing page](https://williamw.name.my/pricing/); most full fleet systems, with finance and OCR, land in the RM 20,000 to 60,000 bracket. The price is fixed per milestone, and you use each one on a live demo before paying the balance. The [fleet management system page](https://williamw.name.my/services/fleet-management-system/) lists everything it covers.

## If you would rather it ran by itself

## Common questions

### Can the system pull data from the GPS tracker we already use?

Not by default, because the two run fine side by side. If your tracker offers an API, the system can be connected to it where that is useful. What can be pulled depends on what that API exposes, so it is checked and written into the scope before any work starts.

### Do we have to install anything in the vehicles?

No. Nothing is fitted to the vehicles and no tracking hardware is involved. The system runs on a server, not in the vehicles, and the reminders arrive in the WhatsApp, Lark or Microsoft Teams chats your team already uses.

### Can a reminder go to the person in charge of each vehicle, not just the office?

Yes. You choose who each reminder is pushed to, for example the person responsible for that renewal and a manager as well, so a deadline does not have to sit with one person alone.

### Who owns the vehicle records once the system is built?

You do. For a system I build for you, the source code and the database are handed over, and the hosting is opened in your company’s name, so the records stay yours whoever maintains the system later.
