What drives the cost of a custom business system in Malaysia? (2026)

There are three paths. A spreadsheet or off-the-shelf app is free or a monthly subscription. My existing fleet or property system, deployed unchanged, starts from RM 3,999. A custom build is RM 8,000 to 20,000 for a small internal tool, RM 20,000 to 60,000 for a multi-user business system, and from RM 60,000 for a platform. Custom builds are a fixed price per milestone, and where one lands depends mostly on how many modules go into the first phase.

Three ways to get a system, and what each costs

Many owners asking this run something on Excel today. There are three ways to move it on.

1. A spreadsheet or an off-the-shelf app. Free, or a monthly subscription set by each vendor, often per user, per vehicle or per unit. You adapt your process to the software; with an app, your data sits in the vendor’s cloud with whatever export it offers.

2. My existing fleet or property system, deployed as it is. If a system I have already built fits the way you work, I deploy it for you unchanged, from RM 3,999, one fixed price confirmed in writing at quote time. Nothing is customised; changes later are quoted separately. The code stays mine, because it is a system I have already built rather than one written for you, and the quote sets out what you may do with it. Your data is yours. Hosting, payment terms and support for this option are also set out in the quote.

3. A custom build. Written for how your business works, in the brackets on my pricing page, confirmed in September 2026. Each milestone has a fixed price, agreed in writing before work starts. Payment is staged once for the whole project, as on the pricing page: 50% when you accept the written scope and quote, 40% at milestone sign-off after you have used it on a live demo, and 10% on delivery. Defects in what I build are fixed free for 90 days after handover, and the source code, domain, hosting and database accounts end up in your company’s name.

What moves the price of a custom build

Five things decide where a custom build lands.

How many modules go into the first phase. The biggest lever. On the fleet system, a first phase of vehicle registry and expiry reminders sits in the RM 8,000 to 20,000 bracket and typically goes live in weeks. Add hire-purchase finance, OCR filing and the full reports, and most fleet systems land in RM 20,000 to 60,000. The property system is phased the same way: properties, leases and automatic rent invoicing first; taxes, work orders and reports as later milestones.

Integrations. Each connection adds work: WhatsApp, Lark or Teams reminders, OCR, a payment gateway, an existing system. WhatsApp reminders go through the official API, and Meta bills its message charges to your own WhatsApp Business account at its published rates, with no markup from me. The OCR in my fleet system runs offline on your server, with no per-page fees. A link to your GPS tracker depends on what its API exposes, so it is checked before it is priced.

Data migration. Starting clean costs less than importing years of spreadsheets. Loading today’s vehicle list with its expiry dates is one job; matching every past workshop bill and claim to the right plate is a bigger one. Decide how much history you need on day one.

User roles and approval flows. One office admin is simpler than a supervisor, an accountant and a manager each seeing different things. An action that has to be approved before it goes ahead adds more. The fleet system builds custom roles from checkbox permissions; in the property system the accountant sees the finances and nothing else.

Reporting depth. Standard exports are included. A bespoke, finance-grade report laid out to your accountant’s template adds scope. For reference, the fleet system I built has 11 report types and the property system six.

How to get a quote you can compare

Send everyone the same short description: what you manage today, in what tool, and what hurts. Say how many vehicles, units or records there are, who updates the file, and what went wrong last time. A photo of the current spreadsheet helps more than a long brief. From me, you get a reply within one business day, and once we have talked it through, a written scope with a fixed price per milestone within one business day.

Whoever you ask, a comparable quote states the scope module by module and what is excluded; the price of each milestone and when each payment falls due; how you see each milestone working before paying; who owns the code, domain, hosting and data at the end; how long defects are fixed after handover; and which running costs you pay afterwards, and to whom.

Red flags in any quote

None of these means a developer is unreliable, but each moves risk onto you, so ask about it before you sign:

  • Hourly or daily billing with no cap. You cannot budget a number with no ceiling; ask for a written maximum.
  • Code or accounts not in your name. On a custom build you pay for, the source code, domain, hosting and database should end up in your company’s name. Otherwise you need that developer for every change.
  • No working demo before the big payments. Paying most of the price before using anything is paying for a promise.
  • A one-line scope. “Fleet management system, fixed price” leaves every disagreement for later, usually as an extra charge.
  • Silence on defects and running costs. Both should be in writing before you sign.
  • Support as a condition on a custom build. You should be able to decline ongoing support and still keep a working system you own.

When you don’t need a custom system

Under five vehicles, a spreadsheet is enough: one row per vehicle, one named person per renewal, and each expiry date in that person’s phone calendar, as the renewal routine guide sets out.

One to three rental units under one name, with tenants paying by bank transfer on a fixed day: the same. A system to replace that would not pay for itself.

And if an off-the-shelf app already does what you need, keep it. A custom build earns its price when your process is your own, or several spreadsheets need to become one record.

Next steps

Then send me on WhatsApp what you manage today, in what tool, and what hurts. I reply within one business day; once we have talked it through, you get a written scope with a fixed price per milestone within one business day.

Common questions

Is SST added to the quote?

No SST is charged: the business is under the registration threshold. If that changes, quotes will say so before you commit. Invoices are issued by WilliamW Resources (202603255930) to your company, so your accounts department gets a proper document.

What if we want to change the scope halfway through?

The change is quoted separately, in writing, before any work on it starts, and you decide whether to go ahead. Nothing is added to the bill afterwards. The same applies to the existing system deployed as it is: changes to it are quoted separately.

Do we have to pay for monthly maintenance?

Not on a custom build. There, support at RM 500 to 1,500 a month is optional. It buys an agreed response time, a monthly change report, security updates, backup checks and small iterations. A custom build is handed over with its source code either way, and defects in what I built for you are fixed free for 90 days after handover whether or not you take support. For my existing system deployed as it is, hosting and support are set out in the quote.

Can we pay by card, or in another currency?

Yes. Bank transfer in MYR by DuitNow or local transfer, SGD and USD by TT / SWIFT, or a Visa / Mastercard payment link in MYR, USD or SGD. Any card processing fee is written on the quote before you pay, never added afterwards, and the invoice states the currency.

Ready to scope it?
